We will have the first of 4 calls this month prior to the start of the
review of our Principles and Implementation Guidelines. All will be held at
the usual time at 9:00 a.m. on Friday U.S. Eastern Standard (Washington,
DC) time.
Simon will send the GoToMeetings instructions and I will send the revised
Implementation Guidelines by Tuesday for final work, discussion, and
approval.

Hi all:
Attached are a partial redlined and clean edit of the Implementation
Guidelines and a memo that explains the edits. I have gotten through the
Introduction (Preamble) and 1st 3 of the Principles/Implementation
Guidelines, but it is taking longer than expected. Any mistakes or
inconsistencies are mine and should not be attributed to the other
co-chairs, since there has not been any time for them to comment in
advance. They can do so concurrently with everyone else. In any case, we
certainly have enough material to discuss in our telcon this Friday, and
for the authors of the first 3 Guidelines to address. I will try to get
through the entire document in the next few days.
Please refer to Simon’s recent message about the instructions for the
GoToMeeting.

Concerning your (?) question on Principle 2 whether there are intl treaties concerning trade secrets…the only general standards are tyhose contained in article 39 of TRIPS and that require that natl laws protecting TS can do it a) that the information must be secret (i.e. it is not generally known among, or readily accessible to, circles that normally deal with the kind of information in question); b) that it must have commercial value precisely because it because it is a secret; and c) the information must have been subject to reasonable steps by the rightful holder of the information to keep it secret (e.g., through confidentiality agreements).
