You mention below the CASRAI project that looks interesting. However, it appears that the CASRAI terms and definitions will be linked using a UUID or URL, i.e., the terms and definitions will be represented in digital form, not as you suggest “analog.” I noticed the following statement at the CASRAI site:”Each term has a unique identifier (UUID) and a URL that can be used as
references to enhance reading comprehension of documents by hyperlinking
terms to their definition. The URL for each term contains a link to a ‘Discussion’ page to complete the feedback loop with the community of
users.”As such, the glossary would appear to come within the already agreed work of the RDA Data Foundations and Terminology Working Group effort. There appears to be a mix in the discussion below between preexisting information represented in non-digital form, and the management of such information when it is represented in digital form. A digital object (DO) is represented by a bitstream, is referenced and identified by a persistent identifier and has properties being characterized by metadata.
Thus it appears for our purposes that analog (non-digital) objects fall outside the scope of our Principles and Guidelines.
It also appears from Data Foundation and Terminology (DFT) WG webpage that they are aware of the newly introduced CASRAI glossary. A posting to that page on 8-17-2015 reports:

Does RDA have a definition of research data? What about US NSF or Horizon 2020/EU research? I am sure, Paul through his work at the National Academy has a source(s)?

The research data definition is better from my standpoint and incorporates all the examples I included. And, it covers the other more intentional data collection efforts.

There seems to be a proliferation of definitions across our domain, including this one from CASRAI as part of their research data glossary initiative.
