Hanna Shmagun is a Doctoral student at the University of Science and Technology (UST) in Daejeon (South Korea) majoring in S&T Management Policy. She is also a Student Researcher at the Korea Institute of Science and Technology Information (KISTI). Among her areas of interest are S&T policy, Open Science, Research Data Management, Open Data, e-Government. As part of her doctoral research project, she is developing a conceptual model of an ideal national Open Science Ecosystem including capabilities to respond in emergency situations such as COVID-19. It will be able to serve as a conceptual instrument to assess and recommend improvements to national Open Science policies and practices. To this end, empirical data are collected from several sources such as policy analysis, expert interviews, questionnaires, and workshops with a particular focus on South Korea, Australia, the UK, the US, the Netherlands, France, and Argentina. Hanna received her Bachelor’s degree (Hons) and Master’s degree (Hons) in Information Management/Information Science from the Belarusian State University (Minsk, Belarus), where she was also employed as a lecturer to deliver courses for undergraduate and Masters students (e.g., Digital Transformation of Public Administration/e-Government, Electronic Document Management Systems). She was awarded research and academic mobility grants to conduct e-Government-related research in Estonia (Tallinn University – 2014, 2016~2017 and Tallinn University of Technology – 2017) and South Korea (Chungbuk National University – 2018) and completed the training at the Warsaw Euro-Atlantic Summer Academy (2017) in Poland. She has given papers and presentations at international conferences such as the Hawaii International Conference on System Sciences (HICSS), the Electronic Governance and Open Society: Challenges in Eurasia (EGOSE), the International Conference on ICT enhanced Social Sciences and Humanities (ICTeSSH), the International Conference on eDemocracy & eGovernment (ICEDEG), the WeGo’s Joint Workshop for Smart Sustainable Cities and e-Government and many others.
