mint a DOI for the principles and guidelines?

We would like to cite the principles in a forthcoming paper http://www.rd-alliance.org/sites/default/files/attachment/Legal%20Intero... . The optimal way would be to have a DOI for it that resolves to a stable archive. Is there any objection that we upload the principles and guidelines to Zenodo, bioRxiv or similar, or submit it into the RIO journal which would make it a more formal publication? If there are changes to come, we could have it on Zenodo as draft, and then add either the final version to it later once it is endorsed, or we create a second record which is linked from both sides.
Any ideas?
Personally, I think we should find a stable home and add it to Zenodo. Since there are options to clearly describe the status of the document, I would do it now.
