If there are changes to come, we could have it on Zenodo as draft, and then add either the final version to it later once it is endorsed, or we create a second record which is linked from both sides.
Any ideas?
Personally, I think we should find a stable home and add it to Zenodo. Since there are options to clearly describe the status of the document, I would do it now.
