Please find attached the draft OAB elections document that will be one
of the main topics of the agenda for next week (Wednesday the 2nd of
December at 11pm UTC).
As the timeslot may not be convenient for several EU members, please
send your comments to the list *before *the call so they can be

    Dear Fotis,
    Thank you for circulating the document. The contents seems sensible to me.
    Since my participation on the next call is uncertain, I would like to raise
    an issue concerning the second bullet under "OAB resignation" (page 3).
    I am glad that this situation is considered but at the same it needs to be
    handled with great care. The OA is a deliberative assembly and it elects
    members of the OAB, thus the OA should be the body to "de-elect" an OAB
    member. The current text states that OAB members can be "ejected" by OAB
    and this is in addition contradictory with the following sentence stating
    that the decision is made by RDA Council.
    Common rules for conducting Assembly work are exemplified in the Robert's
    Rules of Order . According to
    these rules expelling a person from membership or office requires prior
    notice, a trial and a motion supported by a two-thirds vote. Also, I am not
    a native English speaker but at least in the Robert's Rules of Order
    "ejecting" members is used in
    the context of removing them from the place of a meeting and not from the
    body. The preferred word for a permanent removal from membership or office
    would be "expel" a member. I therefore suggest the following revised
    wording:
    - OAB members can be expelled on the grounds of not following the
    principles of OAB or RDA. Prior notice must be given to the OAB member and
    a trial organized involving RDA Council as the committee discipline. The
    decision to expel an OAB member from office is made by the OA after hearing
    the trial report and requires a two-thirds vote.

    Dear Fotis,
    As you know, I do not see the enormous urgency to proceed with the elections before the “value and engagement” group reports. I would hope that could be on a relatively short time scale - certainly before the next plenary - and would hopefully motivate more candidates to stand for election. (As the group hasn’t yet met, it is hard to make any promises, however, I would expect that we could report on our progress at OAB meetings in 2016, so on a monthly basis. Any progress on the e-mail list? As I said, I could set this up in much less time than it takes to read this e-mail).
    Is it clear in the OAB Election Process document who the elected people represent? Their organisations? The whole OA? (hopefully the latter, but how?) If it is in the document I think it could be emphasised a bit more.
    By symmetry, it would be good to be clear about who the volunteers of the V&E group are representing. Again I think it should be wider than their employers and preferably be representative of the whole OA. (and again, how?) The current list of volunteers is a bit thin on the A-P side. Perhaps this can be addressed during “tonight’s” call. And it would still be useful to have their affiliation explicitly called out in the minutes, e.g. is Rob Quick OSG, Indiana, or other?

    * Background: Discussion in the past and open action on reviewing the list of benefits RDA receive
    * Agreement in the previous meeting: An OAB sub-group will work on the OM engagement to report back to OAB.

    OAB election plan - Walter - Juan
    * Elections process document
    * Summary from previous meeting
    * Election overall plan: 11 members will be elected + one of OAB co-chairs will stay for a year (12 in total). And then the OAB will elect a chair among its members. And in a year we will replace the veteran chair who will step down. From the 11 elected, there will be 5 to stay for one year and 6 for two years. OAB memebrs can run again.
    * Balance criteria for OAB elections - To be discussed
    * Secretary General proposed to have an Elections Committee from the secretariat to support the election process (for all groups). Not documented yet.
    * Timeline: Formal call for nominations (similar to TAB processs) will be issued somewhere in December, with a deadline at the end of January 2016. There will be a meet the candidates session at P7 and an e-election (as with TAB) after that.
